Hey I'm not the original poster, but I've encountered the same behaviour when in CTF game mode. 

On a simple bot like the Demo bots it generally works, but when using a more complicated bot like Loquebot it doesn't.

I haven't been able to sort out why or examine the difference, I just created a work around by caching the flagInfo object.
So I suspect that the Memory discards it after x ittertions.
