I would add that "try to connect to localhost server (127.0.0.1)" could mean using telnet (for instance)

It should go like this:

telnet localhost 3000

>>> HELLO_BOT
> some mess...
> some mess...

If you have vista, notice that you might need to add telnet.exe via Settings->Control panel->Programs and Features.

Also you eed to have UT2004 version 3369, install it from here http://www.beyondunreal.com/main/ut2004/ut2004essential.php
