Connection refused.

I'm trying to get my bot to run from netbeans, but whenever I hit "Start bot", I get a popup saying "Connection refused." I've tried both using ut://artemis.ms.mff.cuni.cz:3000 and ut://localhost:3000 (when I had a server up), both with and without the port, but no change. I made an exception in Windows firewall for it, but there wasn't any change. Is there some security issue/other configuration part that I need to get this to work? Thanks.
