Yes. It is a control server command supported by GameBots, but probably not by the client. I will add this command to the GameBots documentation. 
Command: SPAWNACTOR
Attributes: Location, Rotation, Type

Example: "SPAWNACTOR {Location 1000,0,0} {Rotation 0,0,0} {Type xWeapons.RedeemerPickup}"

To use this command just send a text string of the format above to the control server as a command.

However to spawn inventory for the bots, you should be using ADDINV command as it is more "safe".
