Right now Pogamut doesn't support UT3. But if you port GameBots2004 to UnrealEngine 3 then you will be able to use the rest of Pogamut without any changes. Hierarchy of the game classes in UnrealScript has changed a bit so some refactoring of Gamebots will be needed.

Another options is to use UT3.NET Bots http://www.codeplex.com/UT3Bots, they support UT3 out of the box.
