You mean the new Pogamut version? Well the core and UT2004 part is already done (more or less), if you get it from our repository branches/devel you can already have a bot in the environment. Unfortunately I guess there are missing some wrapping objects and methods that handle the actual bot spawning, but you can find examples how this can be done in test packages. 
We are currently working on NetBeans plugin.
